The book Im searching for is about a policeman/detective who is trying to uncover a conspiracy regarding the rich who harvest the souls of the dying. The dying sign up for a program that lets them calmly die in a dreamlike state. The program actually harvests their souls for the rich around the world to use to enhance themselves. It has dead people and undead people. Maybe even vampires. The detective dies and is re-animated by his dead lover. I know it sounds weird but it wasn't a dream it does exist. I belive its from a U.K. author.
 
It's not exactly the plot of Bone Song by John Meaney (the bit about dying calmly in a dreamlike state doesn't ring any bells) but the cop and his (un)dead lover, the conspiracy and the harvested souls all sound very similar, and Meaney is English.
 
You might also wish to read Robert Sheckley's Immortality, Inc. Ignore the banner on the cover about how the book was turned into the movie Freejack—no relation. The book is classic sci-fi where the author posits a technology, then examines its impact on society.
