c 2000 novel. A con artist tries to scam a scifi fan by shaving himself and staging an arrival from the future like Ah-nold in the Terminator movie (I think this scene was the novel's cover). They stumble on a pair of actual time travelers who are "harvesting" dying people's minds to resurrect them in a future utopia. The con artist was inspired by a 1950s short story where a con artist impersonates a time traveler and get arrested by the Time Cops for revealing the secret of time travel. Both stories I would appreciate author and title.
