Looking for sci-fi book from 80's

Hi there, I'm trying to remember (and hopefully ultimately re-read) a paperback novel I remember reading when I was young. It was probably published in the late 70's-early 80's.

Its main character I'm sure was called Tomi, and was the descendant of the ruler of the planet upon which the story was based. Tomi was spoilt and treated his subjects badly, until one day he accidentally fell into a river and ended up being washed downstream and beached near a humble colony, where the people looked after him and eventually taught him humility. I'm sure he probably fell in love with a local girl too. One specific thing I remember is that Tomi, and probably his aristocratic peers (if not, everyone) could insert a kind of data cube into the back of their necks (Matrix-style) to instantly read a book or learn a skill.

The picture on the front was of Tomi, maybe bald-headed, wearing a royal cloak; I'm fairly sure with the socket for the data module visible too.
