Wouldn't it be better to have him not use his powers on moral grounds and then come under pressure by others that know he can use his powers to do so?

I mean, if you have the power of life and death over someone, what gives you the right to be that judge?

I think thats the right angle and I also think thats what the villain should be based around, conflicting forces like that, create shades of grey. This takes you away from basic comic book plot lines.
