So I am trying to recall a book set in a near-future dystopian country (probably Britain). The government is oppressive - the lowest class / underclass - live in ghettos with a curfew and have to prove they are financially responsible and independent to move out.
At the same time, people are appearing from parallel universes. They have these pills, which if a person eats them, transports them to a random parallel world with only their clothes and things they are carrying. The pills replicate when kept for a while unobserved.
