Finding old Sci-Fi - scientist tasked to design and build spaceship to Jupiter

Hi< I have been trying to remember the title of a old Sci-Fi book from over 40 years ago. I can remember some of what the book was about, maybe some one here can help me.

It was about a scientist that was tasked to design and build a secret spaceship to Jupiter, the issues in the book were as follows:

1) The spaceship was design with hull plating that would contract under pressure
2) There was massive pressure (political) to cease and desist any and all science and space travel that did not push in the direction of reallocating the money spent on those projects to "Earth First" (my word choice here) spending
3) The was a episode early in the book were a news-story was broadcast about a 14 year old girl excising her 1st amendment right by blowing herself up along with a Federal Senator.
4) There was another episode, where thousands of "Protestors" militarily attacking the space center where the ship was being built, resulting in the loss of life of over 2000 of the "Protestors", resulting in a outcry on the Senate Floor, by some senators stating and lamenting the loss of live for over 2000 "Protestors", who were exercising thier 1st Amendment Rights, but nothing said of the 200 marines that were killed in the attack.
5) The ultimate result of the launching, traveling to, and returning to Earth of the ship...was the releasing from the ship's hold "Manna", the same "Manna" as written about in the Bible, "...Manna from Heaven...", which was used to feed the billions on Earth in the current times written about in the book.

So any help in locating the title or both the title and the book would be greatly appreciated.

But could it be you're remember something from Velikovsky's Worlds in Collision? It was published as speculations about fact rather than as fiction. The protesters element wouldn't fit in, though.

Could it be Charles Sheffield's "Manna Hunt", Analog September 1982? That's not a book, of course. Might the story be in The Compleat McAndrew, or the earlier book The McAndrew Chronicles? Ringing any bells?
