Young Adult Atlantis

I am looking for a book that I read in the late 70s or early 80s at my local public library in the US.
It was a young adult type of book. It was about a submarine of an experimental design that gets captured by what turns out to be Atlantis. The city of Atlantis is protected by basically force field technology.
The young folks of the city don’t truly start getting educated until really late (I think something like 18 or so)

Any info would be a help
