I read this at least 30 years ago.
This disabled girl in a wheelchair has heard like folklore stories all her like about some man in an institution who can't talk properly but is really clever.
One day she learns he is real and begins a quest to find and help him.
I think he's got lost in the system so her and helper trawl lots of mental institutions and old style asylums to trace him.
I thought it was called scallygog but that leads nowhere.
