I think it actually comes from a Small Council meeting in AFFC... Aurane Waters?
 
In my memory, this comment takes place during a small council meeting, in ADWD, where Baelish's progress in the Vale is discussed. In order to show the Iron Throne that he does not need their help in dealing with the Lords Declarant, Baelish just requests some old tapestries.

But mayhaps it does take place under Tywin's rule in AFFC.

Whoever said it must consider him/herself witty. Tyrion and Aurane were the first two that crossed my mind.

This was said in a meeting, but it was not the small council nor in King's Landing.
 
That was tricksy... I was sure it was a Small Council meeting and mayhaps I ended up misleading everyone. Oops.

Five speakers. I only want you to name the second... you can name the other four if you want, but only the second counts.

First: "So many seek our Joffrey's grace, in these troubled and tumultuous times."

Second: "More troubled than you know eunuch."

Third: "To his face we call him Lord Eunuch."

Fourth: "How may we be of help to you, good brother?"

Second: ".... sent me to His Grace... The matter is too grave to be left to servants."

Fifth: "The king is playing with his new crossbow. You can speak to his servants or hold your silence."
