Help identifying movie (or radio show?)

There is a remix by Coldcut of the chillout classic "A Zed and two L's" by Fila Brazillia, which features a sample from what appears to be a movie or possibly a radio show. Of course, it's possible that they just recorded it themselves, but probably not. I'm wondering if someone could identify the source, since Google can't help me. It sounds kind of old, but you can use the link to hear for yourselves.

Here is the text of the sample:

There is no life on this planet. Only beneath its surface, which is where we are now. Beneath the mountains, deep within the core of the planet. But now we have finished draining its resources for our needs. We require somewhere new, like your planet Earth.

Since Coldcut are British and the voice sounds British, I'm suspecting a British source, so this seemed like the proper forum to ask.

Can you not ask the band themselves?

I think you are correct that it is a sample since there are other samples too. Have you identified all the others?
