Or the two states could be the same thing. They could 2 different ways of looking at the same thing.
 
@Robert Zwilling It's like looking at a slow-moving celling fan edge on (90deg from its rotational axis) The fan blades 'Look like' they are flapping.
But in the fun world of Quantum, no matter how you look at it or the number observers there are, you always see the same thing.
So, what is really happing is unseen and is left to speculation and theory. 'It completely violates the first and second laws of thermodynamics.'
