Children's book ca. 1950 with king, self-rising flour, tunneling drill

My late parents had an illustrated fantasy book that featured a king, possibly a dragon, a huge drill that tunneled through the earth with people inside, and self-rising flour. When I read it in my own childhood, I had no idea that the last item meant baking flour that needed no leavening. So I kind of missed the joke when, to escape some enemy, the protagonist king and children made a giant pancake with the flour, and floated away into the air.

Not much to go on, but can anyone here possibly identify the story? I would very much like to experience this little waking dream once more. I am reminded of it every time I see a magazine picture of a modern tunneling machine!
