Can some explain Rydberg polaritons switch continually from light to matter and back again

After some reading I found that Rydberg atoms are atoms that can put an electron in a higher than normal "orbit" and can also interact with other Rydberg atoms. I am guessing that taking in a photon and giving off a photon is done by the electron raising and lowering its orbit. Orbit simply being the distance between the nucleus and the electron. I am guessing that polaritons are the states of Rydberg atoms between normal electron orbits and the higher than normal orbits. But what does Rydberg polaritons switch continually from light to matter and back again mean? Came from an article.
