Would Michael Moorcock's Elric series qualify? Elric maybe isn't as cold and callous as everyone he fights but he's no boy scout.

Abercrombie's First Law would seem to fit in terms of the underlying conflict.

Technically Elric is an agent of Chaos and I'm not sure he qualifies as evil, but he's definitely a nasty piece of work at times.

In the short story We Who Stole the Dream by James Tiptree, it turns out the Joilani are as evil as their Terran nemesis. (Author Alice had some mental issues if you ask me.)
