(Found) Book with a boy protagonist who inherits a kingdom and can turn into a dragon - 90s/00s

Need help with this one. A boy inherits a Kingdom he has never been to. Kingdom is cold and snowy and soon after arriving the boy starts a physical transformation as a dragon presence inside him begins to take him over. He is capable of terrible feats of destruction in dragon form.

I remember something about a crown and a portal where the dragon entities emanate from. The front cover had a frame with an owl and a snowy landscape - im also sure a female protag could turn into an owl.

I normally remember everything I read clearly but I was going through a hard time during that time period so some of the books are a blur.

I feel like the title was something like Crown of Stars and Ashes or something like that.

Sorry for scant details I will try and elaborate and ruminate.

Sounds like it could be the Tears of Artamon series by Sarah Ash. The first one is Lord of Snow and Shadows. I don’t recall the owl thing though but that could just be me, it’s a long time since I read it.
