(Found) End of Racism (and measles). Start of Bloodism

Fifties or Sixties. Short story or (probably) novelette.
Amateur researcher (who is Negro) develops measles vaccine. It turns his skin red. He gives it to a female Caucasian (forget the relationship) and it turns her red too.
So they go all over the country putting the vaccine in the water to end Racism.
And people turn red, green, blue or yellow based on blood type. And start discriminating again.

Sorry, but even after a lot of searching I couldn't find those details, but hopefully I will have set one of the more experienced people here on the right track (I'm only beginning to contribute after having benefited from these peoples' experience previously).
