Is Star Trek canonically an alternate timeline

Looking up Star Trek history on the WWW, I see that the Eugenics Wars of 1992-1996 killed thirty odd million people.
Funny, I don't seem to remember that...
Has Star Trek officially given up on retconning their timeline and accepted it is Alternate History?
Note: I missed the post-2000 series but I am now trying to catch up on them on Amazon Video on my iPhone.

Discovery was retconned into the history . I doubt that have give up on doing that.
