(Found) Novel... 90's

Thank you very much, having a huge brain lapse here. I hope I have enough clues to make it easy.

Just random things I can recall:

Dragons/ madness during navigation.
Young girl with split personas.
Guilds, stations.
Cover art, pretty blond.

Any help much appreciated.

Was it by Anne McCaffrey? She had dragons in space, and they had a strange teleporting way of navigating. There were guilds, too, I think.
