What if the starship Enterprise, just after the TOS episode, "Catspaw", was destroyed by an unidentified vessel, with all hands onboard her? What would the Federation react to this?

The Enterprise seems to be destroyer and/or upgraded on a regular basis. 
We've also seen other ships and crews lost with little observed reaction from Star Fleet (The battle at Wolf 359 against the Borg comes immediately to mind, and the loss of the USS Reliant crew in Wrath of Khan) - then again, Star Fleet's reaction was not in our point of view frame.
If I may ask, why the particular focus on Catspaw?
