(Found) Trying to find a sci-fi book about Aliens that used viruses to communicate

• Read sometime between 2000 and 2010
• I remember the beginning being set in india/bangalesh or something like that, with an woman that was selected by an alien race to help uplift us or something. I remember there were multiple "types" of aliens, and the ones we were supposedly related to were trying to convert us to them to join the galaxy. I remember they could use viruses to communicate, and one of the other types of aliens was trying to stop them. I want to say the other type of alien looked like Vishnu (4 armed, blue, etc).

• I do not remember any of the names
• I read this in english
• I believe this was in the adult section of my local library at the time (I no longer live there, and could not find it in their online library portal)
