(Found) 1970’s era short story. Wars fought between nations, survivors get carte blanche

Read during the 70’s, plot: wars are resolved between nations with a selected group of soldiers, all tracked while fighting in a monitored stadium environment. The story follows a soldier who lives across from a girl he covets, and as a survivor he can never be convicted of any crimes.
 
What was the limitation on weapons used? If (sort of )1900, I'd suggest Mack Reynolds 'Fracas' series (Joe Mauser).
 
It was futuristic weapons, and televised like the Super Bowl. A horn would blow when all of the opposing team was dead, thus declaring victory.
