(Found) space race & interplanetary war(?) between 2 alien planets in same solar system

Hello,

I read this in the late 80s or early 90s, but it probably predates that time.

Paperback, the story follows the emergence of intelligent life in an alien solar system, following the development of society and technology through the industrial revolution and the discovery of a second inhabited planet in the system, subsequent space race and I think eventual war between the planets.

The intelligent species were non-human and had each evolved independently on their respective planets. It's possible one of the planets had heavy cloud cover so astronomical observation of the other planet was relatively difficult.
