Ergo, if someone want's to hurt or kill, they will find a way. Weapons of opportunity are everywhere. A rock. splintered stick
or anything lying around. It is intent that kills or harms, not the weapon of choice, which could be bare hands.
It takes me back to when I worked in Butterfly world, and a car park, when we were issued these things as a safety measure - they looked like dress shoes, but saved my bacon when a car ran over my foot, or I dropped a heavy terrarium.
Dad worked in engineering all his life, and owed his ability to work (or even walk) to his boots.
