Looking for a certain SciFi book

Several years ago I read a really cool book, but can't remember the title or author. Its about a man living in Hollywood who wants to commit suicide due to his life falling apart. Somehow the alien living next door convinces not to and he ends up getting hired to travel to another planet that's occupied by humans. It was originally intended to house the mentally I'll but eventually became a large community. Aliens want their planet back and want the humans to return to earth. I can't remember the rest, but remember it was a pretty funny story. Can anyone help me?

Were there aliens openly living on Earth or was his neighbour undercover?
Futuristic society or "a couple of years from now?"
