Look For A Book

Hello. I am looking for science fiction book. I can only remember a few details of the story. One, there are three rings circling the Earth. As each ring breaks down it brings a massive amounts rain falls cause floods. I think it was weather experiment by scientists. There are 5 people (?) that travel and live in a RV. One of the people.....a lady has diabetes. The book opens as the first deluge begins. I believe the author name was Pierre, but I can remember if that is a first name or a last name. The cover of the book ia light blue. I can't remember anything about the cover art.

Any information you can provide would be appreciated.
