Sci-fi story about Earth losing a war...

The story I am looking for is a somewhat comic tale of Earth losing a war with aliens owing to the Earth fleet constantly waiting for newer and newer technology while the aliens kept churning out older technology, eventually overwhelming the Earth forces. It's written, as I recall, from the point of view of a couple of prisoners who were higher-rank people in the Earth forces, now having a conversation about why Earth lost the war. Any help gratefully received. Thanks!
 
Sounds like "Superiority," by Arthur C. Clarke. As described at Wikipedia:

"It depicts an arms race, and shows how the side which is more technologically advanced can be defeated, despite its apparent superiority, because of its own organizational flaws and its willingness to discard old technology without having fully perfected the new. Meanwhile, the enemy steadily built up a far larger arsenal of weapons that while more primitive were also more reliable."​
