I have read several of Iain M. Banks books over the years. Can anyone tell me the title of the book whose main character is a shapeshifter?

Consider Phlebas, the first Culture book. Bora Horza Gobuchul is the primary character and is a Changer (shapeshifter) in the employ of the Idiran Empire who are at war with The Culture.
