This means you can read it and the so far uploaded competitor stories on the website. You can even vote for your favourites or enter the competition. It's free and the prize is £1500, or $, I can't remember now.
You do agree to allow your story to be displayed online if you enter. So say goodbye to acceptance elsewhere if you do.

All the entries are now online at Home | Quantum Shorts and there are over 400 of them. My own entry is on page 29 (of 31) on my display but here is a link. Quantum Cosmology | Quantum Shorts
My entry in the Cheshire Prize for Literature didn't win but had at least 219 competitors. However I was invited to contribute my entry to the anthology so I made the 'top 10%' which is as close as I've ever got to a prize for Literature.
Those entry figures of 200 and 400 plus in very specialised competitions are an indication of just how many writers there are trying to get published.

I didn't make the top ten but you can see those that did here. Shortlisted Stories | Quantum Shorts
Quoting from the announcement "Our eminent judges are now deliberating the awards. You can play a role in picking a winner too: the People’s Choice prize will be determined by public vote. Cast your vote in the poll on the shortlisted stories by 19 January 2016 to help decide who wins the $1000 prize."
