I think it was published after 2000. From what I remember the story takes place in a world very much like Earthsea, but there are other races along side humans. Some of these races are humanoid lemures, rats, dolphins, and velociraptors. The main character is an indentured servant at a college, in the land of the lemures, that teachs channeling of magic. The lemures hate all other types of magic-users. The slave has graduated, and is sent out into the world to earn his price. One type of power he has been trained in is bonding with animals, but they have not taught him how to unbond. He goes to another island that is in the midst of a civil war, which he helps to resolve, and he gets a royal crown in payment.
