looking for scifi fantasy book from 90s

I'm sorry I don't have too much information on this book. I read it like 15 years ago and I'm going on memory...

Its set in like a dark gritty city setting, with hackers and I think necromancers, they might have been called necros in the book... its not neuromancer.. there's like a soldier force similar to shinra from final fantasy 7... futuristic guns and whatnot... I think it was printed in the early to mid 90s.

any help would be greatly appreciated, i've been looking for this book for years. i'll try to remember more about it.
