(Probably Found) Doctors and medicine are outlawed, teen finds med books

Got another one. The premise was near future and all things medical or doctor related are outlawed. People who get sick our inured are allowed to die. The protaginist finds an old doctors bag and maybe some books and begins using them to help people.

Thought the title was something like Nightwing or Darkwing. Read it about '85
