book from 90"s

i have read so many books over the years and always lose track of the good ones. I'm trying to find out the name and author of a fictional book but got stuck. I know the story line has something to do with the FBI trying to find some kind of monster or creature that escaped from them but that's all i remember. I think there's a guy in it named Morgan who has to drive them through a snowstorm and there's also a female FBI agent named Roberta. It also had some sort of cover up in it and one of the agents go rouge. I know that's not much to go on but if anyone knows the name of this book i would be your friend forever
