A tough one, this. I read it sometime between 1985 and 1988. An extreme nationalist adopts the name John Bull and comes to power in the UK, which becomes a totalitarian state. The protagonist resists to some degree, and gets exiled to the Inishowen peninsula in Ireland, along with the whole Irish population.
I don't know how it ends, but I'm pretty sure it wasn't happy. Sorry that's all I remember. I tried googling to no avail.
