Can't say I'm familiar with his SF novels, but I'm a huge fan of his fantasy series, The Saga of Recluce - they can be a bit slow, with the first half usually just building up the character, but they're enjoyable, particularly when then pick up.

He's a decent author.
 
I have read one of his books, the name escapes me for the time being (i think that it had ethics in the title). I didn't care for it much. Nothing wrong with it, i just didn't enjoy it.
 
I only know him through the Recluse novels. The ones I read were OK but nothing startling IMO.

Never read any of his SF.
 
I recently read Haze which was ultimately good although a bit dry in parts and a bit prone to proselytizing his particular political pov. I think he's okay as an SF writer.
 
So he is fair to good but not as bad as Goodkind and the likes?

He offers a very different sort of fantasy, in particular in such books as the magic engineer.

He can be very ponderous and the protaganist is usually very similar to other books he has done. But the books can be very interesting at times.
