I actually read an article in Startrek mag about this episode.
Apparently they wanted it to show Seven of Nine loosing control of herself and her emotions.
It scored what I believe the Americans call a 'Negative Impact'. Apart from the obvious erotic context of an attractive woman being thrown around a wrestling ring (I understand ratings were up for this episode?)
The idea might have been right. But they needed to prove there was something to loose first. It was just another calm and calculated parade. No panic or desperation anywhere.
Episodes like Dark Frontier, Unimatrix Zero, Raven and One did far better.
