You could take a look at Alfie Dog Fiction or Ether Books. Both publish shorts in a variety of genres. Ether stories are only available via an app, but readers can rate stories and/or leave comments. Getting people to read them though is a different matter...

I've just finished 'Memories of Ice', which was the best epic fantasy I've read in a long time. Agree that Gardens of the Moon is not an easy read, but it's well worth the effort - Erikson is a very clever writer, and I'm looking forward to getting my hands on a copy of House of Chains. PS...
