Sci fi Book

I am trying to find a book written in the late 60's or early 70's I thought the title had something to do with Butterfly (not Positive). It is about an environmental disaster which is caused by a chemical company which cause mutations in insects. I think it has a Mexican connection?

This seems faintly familiar. Anything else at all you can think of?

The Green Brain by Frank Herbert?

Although it's set in Brazil, not Mexico.

And "butterfly" is not in the title...

And most insects have been wiped out.

But there are mutated insects and the cause is chemical.

Hmm...maybe I'm stretching too much
