I was reading it’s a mirage caused by a layer of warm air sitting on a layer of cold air.

Probably atmospheric refraction, you can get some very strange looking effects at times.
Saw a weird one on You Tube the other day, a helicopter flying over a harbour, it's rotors were the same speed as the cameras frame rate, so it appeared to be flying about with its rotors not moving at all!
