Looking for book I read years ago

-Humans evolve to incorporate ( combine themselves with?) plastic (?????)
- all of humanity gets unlimited wishes,with total chaos ensuing
- some aliens that has parallel-time-threads-viewing capabilities

I remember it being very trippy,and reading an interview with the author ( california,I think) saying he was stoned most of the time while writing it

The one in the middle sounds like the story that begins with the line that the alien disease didn't kill anyone at all - the side effects took care of that! Or something similarThe alien disease simply wiped out a part of the brain that had been put there to mask the ancient human power of wishing. .It ends with two characters walking through deep snow, untroubled by the cold having wished themselves resistant to it. I remember searching for it here before - I think.
