I read this in the Early 60's. It may have been published in the mid 50's.
A man's brain was in a chemical vat but he had tremendous telepathic powers and created a primitive animal body to move an eye around to learn about the world. I remember large trees and lightning on dark nights as the only other details.

It was a powerful story because of the struggle the mind had creating the creature and achieving its mobility.

There was an early Outer Limits episode, "The Brain of Colonel Barrose" with a similar brain-in-a-vat, but no controlled body... once outside the human skull, the brain just kept growing... in size and in power.
