sci-fi (dystopian?) book with giant towers

I read this long ago, probably late 80s, maybe early 90s.

As I recall it the book is at least somewhat dystopian.

The book has most people living in giant towers in a future earth. The main character leaves (escapes?) at some point and discovers the farmer-peoples live in somewhat primitive circumstances.

I know that's a bit vague, but any help would be appreciated.

Long shot. Monads, free sexuality? Perhaps "The World Inside", Robert Silverberg?
