Book maybe 30+ years old. Plot is environmental disaster. Lead scientist sends message thru time to himself as young man. Message is aimed at location of earth on the target date.

Sounds like Greg Benford's Timescape (1980), IIRC.

Message is sent to location in universe where the earth was on the date he wantgs to warn himself of the future and telling what to change.

If the environmental disaster was a new type of nuclear power plant that had the unfortunate side effect of generating microscopic black holes (which accumulated in the Earth's core and eventually ate the planet), and the message is "For God's sake, don't turn the plant on!", then it's Thrice Upon A Time.
