A 31st Century Man, from Illinois, with an interest in the 22nd Century, but just exactly how many times can he die?

This is how the temporal paradoxes he creates can be explained:

He is born in Illinois, on Earth, in 31st Century, and joins the fight against the Temporal Cold War in which he repeatedly encounters the NX-01 Enterprise back in the 22nd Century. He is not meant to get involved in the past, merely to observe events.

I think that in his first visit to the past he goes to February 2154. Daniels arrives in an attempt to stop Captain Archer from going through with his suicide mission to destroy the Xindii super weapon. In order to convince Archer to try a diplomatic solution, Daniels breaks the Temporal Prime Directive and transports him to the 2550s to show him the Battle of Procyon V and what was at stake. Archer is not be deterred, but Daniels gives him a Xindii initiation medal in case he changes his mind, which he does, but things do not go as Daniels had hoped. At this point Daniels superiors have no idea that he has been messing with time.

Later in 2154, Archer planned to board the Xindii super weapon. Daniels returns and tries to get him to reconsider by bringing him to 2161, at the founding ceremony of the United Federation of Planets, and shows Archer his role in history. Daniels is severely disciplined afterwards by the powers that be when they discover.

After several years of demotion, working as a temporal office clerk, Daniels is given the chance to make amends. After the destruction of the Paragan colony in March 2152, Daniels returns yet again, sanctioned by his superiors, taking Archer back in time to April 9, 2151 to explain that the destruction of the colony was not originally part of history, but rather caused by interference by the Suliban. He tells him how to prove this and returns him to 2152.

Shortly afterwards, against orders, Daniels brings Archer to the 31st Century to help him escape the Suliban, a historical change that wipes out Daniels' entire civilization. Daniels uses his knowledge of temporal technology to return Archer home through the temporal communications chamber on the Suliban Helix. Presumably, his superiors are not happy with the latest turn of events and severely reprimand him a second time. This time he is forced to work as a temporal office clerk for several years as a punishment.

When he returns for a fifth time he is damaged due to his excessive and frequent number of time incursions and ends up in the NX-01's sickbay in September 2155. He is left in a state of "temporal flux" and is dying because "certain parts of his body are aging forwards/backwards." He is however; easily cured with the “Chronoton-infused serum†that Dr. Phlox will be the first to develop and escapes back to the 31st Century.

Finally Daniels returns a sixth time to April 2151, and infiltrates Enterprise before it was ever launched, posing as one of Captain Jonathan Archer's stewards. For five months he surreptitiously amasses temporal equipment and data and hides it in his quarters. In September 2151, Daniels breaks temporal protocols yet again, and he reveals to Archer that he is actually a time traveller trying to ensure that the Suliban Cabal do not interfere in historical events. He tells him that needs his crew's help to track down Silik to find out whom he was working for. Silik, however, gets the jump on Daniels and kills him.
 
If I were to draw an analogy it would be with Nick Leeson and Berings Bank.

Everything he is involved with goes pear shaped, but his bosses keep sending this nit back to do more of it!

Surely if time is being played with on a galactic scale those in power else where would be better deployed preventing whoever it was, where ever it was doing things in the first place?
